Chariot à achats? : circa 1927

I found this old machine in the park, overlooking the Angus River in Strathalbyn.
The problem is, I can not find what is was used for.
Can anyone guess what its purpose was ?
Perhaps it was an ancient shopping trolley, circa 1927 ?

It looks like the harness on the front swings down and would fit perhaps a small, yappy-type dog;
so my guess is an elderly person's terrier-powered runabout.

I think you've probably got it in one, Dive.
Sounds logical.
Let's see who gets the jump on you.

Perhaps it had something to do with roads. The wide wheels make me think perhaps it rolled gravel, stones, to a smooth finish. What would I know?! If not, perhaps it makes lasagna?

Yep, Jilly, it looks like it has just arrived from Bologna.
That's a city were everything including the street furniture is this bolognaise colour.
I think we're getting closer !
The Scottish / Italian immigrants must be responsible.
